Most if not all pro mix/master engineers say aim for around a -6dB peak when going into mastering to allow headroom. Ideally if you're looking to get a song rendered for mastering, limiter should not be on at all. There's only two scenarios i use limiters, mastering and controlling a sound that has so many volume spikes that not even compression can contain.
